Five weeks after the Space Force confirmed the layer-one primes for Golden Dome, the sub-tier gap is on the record. Layer-one primes are quietly building the sub-tier map now — not after the next task order. Which California companies fit inside that map, and what it means for cluster operators, is the operating question of this issue.
The layer-one confirmation in late May gave the industrial base its first real shape: a small set of primes responsible for the interceptor and sensing architecture. What follows immediately behind that confirmation is the sub-tier map — the radiation-hardened electronics, GaN RF components, precision structures and specialty materials that layer-one primes cannot build themselves at the volume Golden Dome requires.
That sub-tier gap is no longer a forecast. It is named openly in program communications and in the industrial-base commentary following the layer-one announcement. ESSCA II Final RFP Amendment 1: new deadlines, new prompts, and the teaming windows still open
Solicitation 80MSFC26R0002 has posted its Final RFP Amendment 1. Prime award remains targeted for September 2026. The amendment sets new deadlines and capability prompts — and the teaming windows for sub-tier partners are still open, for now.
NASA's Marshall Space Flight Center issued ESSCA II as a hybrid IDIQ carrying a $3.25 billion ceiling across Marshall, Michoud Assembly Facility, and Stennis Space Center. The Final RFP Amendment 1 refines the capability scope covering engineering services, precision manufacturing, and technical services — the operating language of the supplier tier this cluster represents.
For members positioning into ESSCA II task orders, the practical question is not "do we bid prime?" It is "which prime's team are we already on, and does the Final Amendment change our submission?" Cluster-relevant functions include precision machining, injection molding and thermoplastics production, composites fabrication, propulsion test support, structural engineering, and mission analysis at all three centers.
